Proposals for four bungalows in a mid Suffolk village have been refused.
Beauly Homes lodged plans with Mid Suffolk District Council in September for homes off Cullingford Close, to the east of Mill Road, in Laxfield.
The developer took over the building works after the previous company were unable to complete it due to "financial problems".
Mid Suffolk District Council previously gave the go-ahead for three bungalows in this area of the development, with a total of 13 homes expected to be built on the land.
Planners have refused the latest proposals due to it "circumventing" the affordable housing contributions.
A planning refusal added insufficient information was provided by the applicant in regards to the impact it would have on protected species, such as great crested newts.
The site sits within an amber risk zone for great crested newts, with five ponds located nearby.
"It is not considered that sufficient ecological information has been provided by the applicant to enable the development proposal's impact on protected species to be appropriately assessed and mitigated," the document read.
