Plans for three self-build homes on the edge of a village have been refused after a number of concerns, including flooding, were raised.

An application was received by Babergh District Council in June for properties on land in Brent Eleigh Road in Monks Eleigh.

The outline planning application stated it was for a brownfield site, but this was disputed by the parish council in response to the plans.

"Contrary to the planning statement, this is not a brownfield site," an objection from Monks Eleigh Parish Council said.

"It is an agricultural field used for grazing and is a greenfield site."

Both the parish council and people living in the village raised concerns in regards to flooding at the site.

The parish council described the condition of the land as "very wet" and "unsuitable for construction", while another objection said it was a "flood risk site".

An officer's delegated report said: "Heritage officers consider that the development of the site would erode the rural edge of settlement character of this part of Monks Eleigh, as well as the association of the river valley and the wider landscape setting to the historic core and listed buildings within the village.

"Its overall impact to the designated heritage assets character and special interest would be detrimental."

On the issue of flooding, it adds: "Whilst officers acknowledge that land south of the site is at risk of both pluvial and fluvial flooding, this risk does not extend onto the application site in any way; therefore, it must be concluded that the site is not vulnerable to any form of flooding."

Residents also voiced their concerns in regards to the unfinished Friars View development in Church Field Road, which has been described as an "eyesore".
