The applicant wants to convert part of the ground floor of the former bank into a flat.
A commercial unit would be retained at the front of the ground floor.
Four one bedroom flats and one two bedroom flat could be built on the first and second floor if given the go-ahead by planners.
There is parking spaces for five vehicles at the premises in the town's Market Place.
HSBC closed its doors in Stowmarket in August 2022.
A closure impact report at the time said 92% of the customers using the branch also used telephone banking.
